【摘要】:Thispracticepresentsrulesforacceptingorrejectingevidencebasedonasample.Statisticalevidenceforthispracticeisintheformofanestimateofaproportion,anaverage,atotal,orothernumericalcharacteristicofafinitepopulationorlot.Itisanestimateoftheresultwhichwouldhavebeenobtainedbyinvestigatingtheentirelotorpopulationunderthesamerulesandwiththesamecareaswasusedforthesample.Onepurposeofthispracticeistodescribestraightforwardsampleselectionanddatacalculationproceduressothatcourts,commissions,etc.willbeabletoverifywhethersuchprocedureshavebeenapplied.Themethodsmaynotgiveleastuncertaintyatleastcost,theyshouldhoweverfurnishareasonableestimatewithcalculableuncertainty.Thispracticeisprimarilyintendedforone-of-a-kindstudies.Repetitivesurveysallowestimatesofsamplinguncertaintiestobepooled;theemphasisofthispracticeisonestimationofsamplinguncertaintyfromthesampleitself.Theparameterofinterestforthispracticeiseffectivelyaconstant.Thus,theprincipalinferenceisasimplepointestimatetobeusedasifitweretheunknownconstant,ratherthan,forexample,aforecastorpredictionintervalordistributiondevisedtomatcharandomquantityofinterest.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
